Because it means people have to act responsibly and show their appreciation toward art and the way the museum is displaying it. I'd rather have someone give half the "suggested donation" because they don't have enough money and mean it that someone paying the full (non-suggested) admission price and then behave as if they owned the place. Also, if you want special exhibition, or renovation works, etc..., you realize why you have to give more money.
